  • The 31st Avenue Open Street is a Temporary Full Closure, meaning that all motor vehicle traffic is prohibited, including local pickups and parking. For everyone’s safety, please refrain from entering the Open Street with your car between the hours of 12pm and 8pm. If you are visiting a local business, you may use the areas adjacent to the crosswalks on 31st Avenue as a 15-minute temporary loading zone. For longer visits, free street parking can be found on 33rd, 34th, and 34th Streets, and there are municipal lots at 31st Street & Broadway, Steinway Street between Broadway and 31st Avenue, and 30th Avenue & 38th Street.

    The only exception to this rule is for vehicles with a valid Parking Permit for People with Disabilities. These vehicles may access the Open Street in order to provide door-to-door access for persons with disabilities to make local drop-offs and pickups. We ask that you please move the barriers only to accommodate your vehicle with a valid disability permit and replace them when you leave - many Open Street users will be happy to assist you to do so

    Through-traffic and parking are still prohibited for all vehicles regardless of permit or placard status, including but not limited to: city agencies, commercial deliveries, DOT contractors, ConEdison and Spectrum service vehicles, and courier services, including USPS. Emergency vehicles such as police, fire, and EMS may use the Open Street when necessary to respond to an active emergency.

  • All parking is prohibited on 31st Avenue between 33rd and 35th Streets from 12pm - 8pm on Saturdays and Sundays. Occasionally, you may see vehicles parked during Open Street hours that have been left there overnight. These vehicles are illegally parked and subject to ticket by the NYPD, the same as if they were parked in any other zone with date-and-time-specific parking regulations. In 2023, the two blocks will receive official city parking signs, outlining these regulations—which will be enforced.

  • The barriers leave space for vehicles to navigate slowly, and emergency services will deal with them as needed. Thus far, Open Streets have not been shown to deter response time, as drivers are used to navigating barriers.
